I think it can work for fiction. In fact, I would bet you could write a series of 20 short books and people would really get into it.

I have a coworker who only reads 100-page fiction on her Kindle. She says the only reason she keeps reading is because she can knock out short books and feel accomplished along with enjoying reading.
